The economic factor is the main cause they do not have a water heater. With a water heater there are other costs that go up, for example electric bill costs. They are just used to not have warm water but for sure they will curse a few times per month when they take a shower because water sometimes is too cold.

But they love cold water. They say it is refreshing. So when I am not there the thing stays unplugged. Where I live, I have water almost always (seldom does it go off). I do have a container (unused garbage can) of water in the bathroom and the kitchen for emergencies (the cleaning lady uses it to clean the house so it gets recycled weekly. I do not have a tinaca and the water is cold in the mornings and evenings. I've purchased a water heater but it trips the breakers in the apartment and is of no use because of that.

When it is really cold, my girl will heat a pot of water and I will mix it in with the water in the container and bathe with warm water. But I'm becoming Dominican and getting used to bathing with cold water.
