Has anyone stayed at the Lux Riverside Hotel? It seems pretty central to all the bars. I'm wondering if its decent and if they allow female visitors? Thanks ahead of time.

I'll be staying at Sofitel in a couple of weeks. I know it's a good area to eat but are there any massage shops, karaoke bars, or bars where girls are available in that area?

Guest friendly: no extra charge; girls seem to know they need to leave their ID at the front desk when entering. You need to call the front desk when a visitor departs, so she can retrieve her ID. Hotel is looking after you.
Ground Zero for bars. As I said before, couldn't be closer to the "Sanuk" unless there was a bar in the lobby.
No idea about the apartment cleanliness, as I haven't book one. But the room I've always occupied has been spotless.

During my last stay I asked the guy manning the reception if there was a gym in the hotel to workout. He replied while gesturing, "No sir, only workout with lady in room".

The only place that I know of that fits your criteria is Soul KTV and Massage. About 1 km from the Sofitel. LOTS of potential and do-able service providers. (Allegedly about 400) it is 2 or 3 floors of KTV and 2 floors of massage as I recall.
I've only gone there once. Went with a Khmer friend who had done biz there before. I asked him to take me to satisfy my curiosity. This is a link to the Soul facebook page. There is a map located on that page along with address and phone number.

Seems to be moderately priced. Certainly within the budget of a Sofitel resident. Ha ha ha.

That's not my usual prowling area. The only venue I know of is Soul KTV / Massage. About 1 km from the Sofitel. 2 or 3 floors of KTV and 2 floors of massage. I went there once with a Khmer friend who had experienced a "massage" there. Moderately priced, so well within the budget of a resident of the Sofitel. Ha ha ha Supposedly about 400 damsels available between the massage and KTV operations. Many looked very do-able. (Mostly 5-8 with a couple of 9's I saw. Of course, I didn't see all of the inventory.).

Can anyone recommend a good Visa Agency in Phnom Penh to assist in getting a single Tourist Visa for Thailand.
My Hotel currently does not provide this service.

You can get a visa to any country from any of the numerous travel agencies along the riverside.
The one I used is at the following location: On Street 136 and the riverside, turn right (south). Before the next street, there will be at least 2 travel agencies. I use the second one.

From FCC, just walk north along the riverside. Go inside to the first travel agency you see. Or you can walk about a kilometer and use the travel agent I use. The only difference should be a few dollars in price.

They have been given strict orders from Thai immigration to stop this service.
From now on you must go to the Thai counslate in person to apply for a Tourist visa. 3 visa agencies turned me down. On stated you must have 2 or less visa stamps in your passport before the would even try.
Hopefully this will change back soon.

I have a lot of experience in Thailand about WG. Sometimes, I want to partake in some A+ action and in Bangkok, I know the MP where you can easily find this available, it's a lot less available with Gogo girls.
I am thinking about visiting PP and I was wondering if A+ was also available there, I read the reports but I cannot find some clear information about it.
