If a working woman agrees to offer kissing, BBBJ, and covered full sex with basic rate.
But after entering the room, she barely kisses or only provide very light kisses on lips.
Or, like a senior member's report in the World's thread, if she only provide BBBJ for a few seconds and just stop.
You tell them that this is not the deal / this is not acceptable, and ask them to do it again.
But they still do not improve. They still only provide light kissing for another 3 seconds, or still provide BBBJ for another 10 seconds.
In this case, can you take her to the reception and ask for exemption from paying her?

In FKK Sauna Clubs, it is the male guests who have the power to take advantage of the working women.
Some men know some women are desperate for business (usually the less sexually attractive ones), and will do anything (pre-room talks, kissing, caressing, etc for ages) just to persuade a guest to commit to a basic 50-Euro session.
So, they occupy the women for a long time, and finally, tell the women that he's not going to have a session with her.
That's when you will see some men spoiled coke on or cursed at by upset working women.
I witness this scene at least twice in different clubs.
The working women were upset and left the scene, while the man still sat there smoking, of course, after he had wiped out the coke on his face. LOL.
However, in real life, women do it to men all the time.
Even though you have never met a woman like that yourself, I'm sure you have heard or witnessed woman like that taking advantage of your male friends.
In high school, college, or university, you have girls who take advantage of other male classmates. She knew those boys want her as a girlfriend or a sex partner, so she asked them to help her to do homework, report, tests, etc.
After being socialized and stepping into the work place, things just get worse, you then have women who take advantage of other men for several different purposes, with money being their ultimate goal.

For lying about kissing, I will simply not extend the room and take advantage of whatever else we can do in the room. I may express my disappointment to her and explain that I was hoping that we could have a nice time together -- and basically attempt to open a dialogue with her about her behavior and what she promised.
For other things, you have a number of options, each of which depends on the situation and how egregious her behavior is and how much you feel like making an issue of it to her.
If she cannot provide more BBBJ and she has no good reason for this, I can choose to move on to sex and take a long time with the sex and not extend my room time with her. You can post on here that she lied or is a terrible provider (but that will have little effect on her business because such a small percentage of customers read these forums or remember names from these posts). You can let other customers in the club know that she gives bad service (for example, your friends and other guys just hanging out chatting about the club and such). But again, this will have little effect on her business.
If I feel that she is just doing this to rush me out of the room and she is deliberately trying to make 50 Euros from me for the absolute minimum (2 minutes blow job and let's go), then I might keep her in the room the whole time and forbid her from using her Handy during that time (make her just sit there if she is completely useless). And we could just look at each other for the remaining 24 minutes of room time. During this time, I could complain to her and tell her how bad she is, etc. You may even say you are going to stay in the room for the entire 30 minutes because that is what you paid for but then abort after only 7 minutes just to make your point (once she understands that she's not going to get you out of there in 10 minutes). If she gets dressed to leave, you can just sit there and stay in the room for the entire 28 minutes -- she cannot leave without you walking to the locker with her or else she won't get her money. So, if she leaves, let her leave and just sit there. She won't leave and if she does in fact leave at the 15 minute point and doesn't come back, you simply don't pay her until she returns to the room with you for another full 15 minutes because you paid for 30 total minutes of together time. This would only be employed for the worst possible situations and only to make a point if her behavior was so bad that you were super upset.
If she only provides 10 seconds BBBJ and then won't do anything else, including more BBBJ or sex, then you can go Reception and explain that the girl, for some reason, appears not to be able to work anymore tonight and that you are happy to pay her for her time but that she should please be sent home (after spending an entire 29 minutes in the room) because she cannot work anymore that night (assuming it is a busy night and still early in the evening -- this does not work if it is slow night and close to closing because she will be actually happy to be able to leave early and not have to stay until closing in that case).
Yet another option: When you pay her, you can pay her under protest at Reception. Take her to Reception and explain how disappointed you were and that you are paying under protest and pay the money to the Receptionist and let the Receptionist give the 50 Euros to the girl. The more complaints a girl gets, the less credibility she has during future customer disputes at Reception.
All of these options and variations are available to you. But I would caution against using these options, except in the most egregious of circumstances. I have thankfully never actually had to employ any of these options. Girls are generally quite nice and customer-oriented with me most of the time. You don't want to be known as the customer who cried wolf.
In Mainhattan recently where most of the girls don't know me, I had a situation where I went to the room with a girl and she did the whole, you want half hour or one hour thing, to which I responded, "How much time would you like to spend in the room?" She replied, "How you want. " So, I said, "Ok, let's see. " And then I invite her to come over and lay down next to me.
