Gold shops on Cong Quynh are always fair -- it's hovering around 16700 to 16800 this past week, at least when i checked. The bank rate is very close now these days, it's settled down.
That place I mentioned looks like it must be a nightclub.

Both floors are relatively small, super packed during weekends and the music is typical loud techno type. Dint notice FR during my last couple of visits there but it's a place to be if you want to see pretty MILF or SYT, who really dress to kill. Drink wise is higher than other disco, but you will notice most tables has chivas or martell. Hardly anyone drink Heineken.

So, not worth to travel to specifically change money at goldsmith unless you have large sum or you happen to be near the place. Today rate is USD 1 = VND 16,700.

If the rates are the same, always much less hassle to go to the gold shop -- its a quick and easy exchange. In banks you often have to wait, sign papers, show ID, etc etc. Though if you're nearer to the bank...
