Updated Info
I'm staying in Cartagena from a Sun-Wed then flying to Medellin, so I hope the scene is decent these days.
The place to stay is (said many times already): A RENTED APARTMENT IN BOCAGRANDE. Why?
1) there are fantastic boutique hotels in El Centro, but they will never let you bring a girl to your room, not to speak about a different one every night. Book them if you have a super girl you want to impress;.
2) Bocagrande is 5-10 minutes and 7 k away by taxi.
3) apartments in Bocagrande are good.
I didn't mention it, but I try to only stay in a airbnb type apartment for mongering destinations. Thats perfect, I booked an apartment in "Edificio Cartagena Escape Plaza" Bocagrande. The host has no problem with chicas.
Forget ISIS.
Did something go bad with ISIS?
...but do not forget there is also Casa del Rocio
Can you elaborate more on this place? I'm doing searches on it and I'm not finding much info. Just a mention of it in a 2012 article about the Secret Service situation.
Tu Candela? See above, but then consider also VIP and EIVISSA in the same Plaza.
I'm only interested in places with the most chicas. So if these 3 places are not that, then I don't need to go LOL.

Avianca tickets
Choosing where you are buying the tickets makes a significant difference in price for domestic flights on Avianca. Also COPA if flying to San Andres. When choosing the language beside it you can choose Colombia. The prices are shown in pesos, not dollars or Euros. International flights do not matter.

That was 100% true time ago, as I wrote in my last post. Last time I checked, the prices were not so different between Colombia and USA / Europe, so I thought that the policy might have been changed, but I admit I did not check in these weeks. It' worth to check again.
however, there are two problems:
1) The avianca.com server does recognize where the IP of the user is located and enforces the web site accordingly = I cannot select the country anymore, only the language.
The only solution for this is using a VPN with server in Colombia, but it is not easy for everyone.
2) Even if I could select the country in Colombia, then, when I tried to pay with my credit card issued in my home country in Europe, my credit card was rejected. The payment system checked if the card was from the same country where the client was located. To complete the payment, I had to switch to the higher prices of the European web site, or passing by Expedia, etc. (yes, with the high prices). This was certainly true one year ago, but again it would be worth investigating again.
My 5 cents.

Its $72 (but in pesos) round trip on the Colombian site, $260 round trip on the US site. Major difference. But I think it'll work on Kayak like at Soldierb11 said, going to try later today.
Okay so I know how it goes around here, I've RTTF a lot and went back over most twice LOL. Anyway, I think I've got all the info anyone could possibly need. So instead of asking for info, I thought I'd just ask if my current intel is all correct? Here's my current notes.
Cartagena:.
Can someone post the general cross street or address of new location of Dolce Vita. I've read and cannot find it. TIA.
Can someone post the general cross street or address of new location of Dolce Vita. I've read and cannot find it. TIA.
Go though the main entrance of the clock tower, veer left, at the first corner, turn left. Go one block, turn right. Go straight for a couple of intersections, it will be on the right.

TIA.
If you're still having trouble offer one of the working girls at the clock tower 20 k to show you. That's what I did. (well I didn't offer. I just gave it to her when she brought me to the entrance).

Barranquilla Carnival
So it looks like my Cartagena dates fall on the Barranquilla Carnival dates. Is this bad for mongering in Cartagena? I'm wondering if all of the chicas will be attending the carnival events instead? Should I be trying to find a place in Barranquilla? I haven't seen any discussions on this topic before, any info would be great.
Can someone post the general cross street or address of new location of Dolce Vita. I've read and cannot find it. TIA.
At the side of Space (100 times better than LDV, but live after 3 am).
If you're still having trouble offer one of the working girls at the clock tower 20 k to show you. That's what I did. (well I didn't offer. I just gave it to her when she brought me to the entrance).
This is so odd. She must still remember that.
If one does not know where ISIS, LDV, SPACE or whatever place is near the Reloy, why not to ask to a guy who sells beers? They are everywhere and happy to help just to be kind with a potential customer.
Go though the main entrance of the clock tower, veer left, at the first corner, turn left. (A) Go one block, turn right. Go straight for a couple of intersections, it will be on the right
Did you notice you made a needless loop to be back to where you started?
From what you write, I understand your starting point is inside the walls, facing the main entrance of the clock tower. Then, instead of looping:
1) rotate yourself 180° (now you have the main entrance at your back)
2) walk to the extreme right of the long porch (now you are at point (A) which I marked above)
3) take the street which goes straight orthogonal respect to the porch, 1 block, then right, 2 blocks
There you are: LDV and Space side to side. You cannot miss that, because there will be taxi and people waiting, besides the doormen.

I tried several (Lastminute, Expedia, Orbit, and others) BUT NOT Kayak. So, just try.
At the end, I called the call center of Medellin from my office phone. I declared to be in Medellin and that I was calling using an international roaming service to justify my home country number. I had to spend quite a lot of time to insist that I have the right to pay using a European credit card, even if I am in Medellin. On the other hand, the operator applied the Colombia price to whoever was in Colombia (was he poorly instructed? Even if foreigner. He insisted to know WHERE I WAS IN THAT MOMENT, not where I was from. The procedure to pay was tedious and lengthy to say the least. It took me 45 minutes! What is my home phone number, my address, my contacts, and much more.

Girls go to work to CTG not because they like to fuck handsome (really?) strangers, but because they are in deep shit and need money for their families or babies. I don't think such a girl would opt for partying the Carnival instead.

I had heard from several sources it was amazing and was arguably the 2nd,3rd, or 4th best carnival / Mardi gras depending on how much you liked Curacao or New Orleans. I was not impressed with the city, the beaches and definitely carnival was not what I imagined. In 2016 I finally made it to carnival in Rio and it is everything you think it might be. The difference between Rio and New Orleans was the same as major league baseball player and maybe a guy from single A ball. Barranquilla that was like high school ball. Go to Rio for carnival sometime!
As for flights, I have also used vivacolombia booking both here in the states and last minute tickets from Medellin to Cartagena and never had a problem. I've never used them on their Fort Lauderdale to Colombia flights but their intra country ones have been fine.

Enter the plaza by the clock tower, then veer diagonally to your right. Walk past the big statue until you get to the first corner. (This should be "A" in BlackPage directions.).
Veer slightly left at this first corner continuing one block to the next corner. Then turn right. LDV is about half a block down.
