In defense of Philippine immigration I note that in my last two visits through NAIA 1, since they added a separate bank of immigration booths for Philippine citizens, the wait at immigration has been negligible, perhaps even shorter than for Filipinos. Most of my recent experiences returning through American immigration have seen fewer immigration officers available and taken considerably longer.

Things are very different now.

There have been 3 Immigration Commissioners since 2006 and each one has become tougher than the last.

I was actually at BoI in Intramuros today (Friday) and one of the heads of section (who I happen to know quite well) told me the current (new) Commissioner is very strict and bringing in more and more tougher measures to cut down on illegal actions by staff (including CCTVs on every booth etc).

He is also trying to streamline procedures for foreign visitors, but is finding it difficult to get past entrenched behaviors.

My experiences at BoI office and arriving and departing at all of the NAIA airports 1, 2 and 3 in the past 2 years has been mostly positive and without any aggro at all.

Oooeerrhh...am I the only one here turned on by women in uniform in positions of power? Most Pinay immigration officers are, I admit, old harridans but last time I entered the country, I did spot a young, attractive one. But it doesn't save on paperwork for the traveler, since the form for the states is for both customs and immigration-still need to complete it for customs.
