I was there 3 weeks ago. Much as was expected motorbikes will drive you to places, quality low. There are several clubs on the promenade street but didn't see much in a way of P4 P. Just remember to book room for 2 persons and upon check-in make sure to tell the front desk that your fiance is coming later. Some hotel will ask her to present ID upon arriving, some other hotel just say "no problem. " I did get some funny look when a different "fiance" showed up on different night.

These are the hotels I stayed: Doi Dua, Phuong Nam, Sammy, Imperial, Cap Saint Jacques, Corvin, Romelies, many smaller hotels on Pho Duc Chinh street, off Thuy-Van street near Victory hotel at Rear Beach (Bai Sau). Never stayed at Victory or Green hotel but heard that they are also girl friendly.
