I think that Tijuana is built more East-West bound. And there is a very high hill at the end of las playas that runs North-South that blocks sea winds from reaching into the center of the city. So the center and East side of Tijuana is warmer than the ocean side (las playas) of Tijuana. In a way it is similar to LOS Angeles. It can be cool in Santa Monica and Malibu. But hotter than shit 10-15 miles in.
