There are bars in Puerto Plata City that have less expensive chicas than Crystals. I have read that those bars can be hit or miss. Cabanas are short term room rentals, usually for 4 hours, prices vary at Cabanas. I have seen Cabanas advertise for 99 pesos. Nicer rooms at a better Cabana usually the rate is $20 US and up.
If you don't have a rental car, you will have to pay car taxis or take motoconchos (125cc motorcycle taxis).
As a newbie who may not speak Spanish, Crystals and El Bohen are probably the two easiest places, close to the All Inclusive Hotels located at Costa Dorada and Playa Dorada.
I visited Crystals, but I didn't take out. To me it was worth it to visit, to see the chicas they had. $100 US is about 3600 pesos. The cheapest short term price for p4p that you might be able to find is 500 pesos (about $13US). Usually a 500 peso chica will not be very attractive. Average short term price is about 1500 pesos. On a first time visit to Puerto Plata City, whether you can find an attractive chica for 1000-1500 pesos on your own, I don't know. Puerto Plata is a busy city. Driving around in a taxi to different bars and then to a cabana will cost you. Traveling around on a motorcycle taxi will cost you less, but it is not the most comfortable way to get around.
If you have a sense of adventure and don't mind the lack of certain niceties, then head off into Puerto Plata City in search of inexpensive p4p. Charles Pooter, the Man Tour Guy and other guys in the Puerto Plata thread have given the names of bars in Puerto Plata, where less expensive chicas can be found.
I don't know Puerto Plata that well to give you more precise info. When you get to Sosua the pay for play scene is much easier.
