I adopted an attitude of always expecting a cluster f*ck & was rarely wrong. There is a glimmer of hope with the current administration, attacking corruption, legalizing sex education & birth control etc. But I agree, its going to take generations to have any effect. The question is what quality administrations will follow in coming years?

I was making a checklist of property purchase / sale out costs the other day. My eyes started spinning after a while. E. G.

1. Broker's Commission (a percentage of the total selling price of your property).

2. Capital Gains Tax (individual). The real property tax rate is 6% of gross selling price, zonal value or fair market value, whichever is higher. If the seller is a corporation, this is referred to as a 'Creditable Withholding Tax'.

3. Real estate taxes :

• Documentary Stamps Tax. The tax rate for a deed of sale is 1. 5% or P15 for every P1, 000 of the selling price, zonal value or fair market value, whichever is higher.

• Transfer Tax. This is a tax imposed on the sale, donation, barter, or any other mode of transferring ownership or title of real property. The computation varies from. 5% to a high of. 75% of zonal value or selling price whichever is higher, depending on the municipality.

• Registration Fee. This is usually 0. 25% of the selling price or fair market value, which ever is higher but may also include other costs in order to arrive at the final Registration Fee amount.

5. Loan fees. If the buyer takes out a home loan from a bank these are the extra costs tied to a home loan:

Just like how they publish all personal details of any foreigners who want to be naturalized and all details of any foreigner applying / renewing work passes.

Due process is what they say in Philippines when publishing newspaper notices.

BTW, re LTO, my friend bought a SUV and six month later no number plate. Just paper. And he says its perfectly legal.

For a foreigner seeing the electricity bill breakdown in Baguio / Beneco I am amazed a simple bill has to have so many sub charges. Scary.

As a former employer I had to do this to head off the inevitable ex-employee running around making purchases / deals in my name. Happened to often.

Bills. Not just Baguio is everywhere I have seen the bills and is just ridiculous and making it simpler would likely mean less jobs for some part of the firm that produces them.

Recently, RK posted a number of comments regarding my recent post of statistics of STI vs numbers of my sexual partners, without a condom.

His comments are valid within an assumed context. So I think that his comments warrant a response.

I am a hard nosed physical scientist with extensive background in applied statistics.

My motivation in posting my statistics of unprotected sex vs incidents of STI arose from a period of time when I worked for government in a department which promoted itself as scientifically based. And therefore reliable.

However, during the six years that I worked there, I observed numerous incidents of scientific and statistical deception and deliberate mistruth. These appeared to be motivated by political and ideological imperatives, and went as far as the deputy director general.

I came to realize that our notion of an independent and fearless public service is no more. The politicization of the public service in Australia is such that every statement, scientific or otherwise, which is made by an Australian public servant, must be seen as being politically driven.

What has this to do with safe sex and my little project on ISG? Well, the mantra of safe sex is driven by government. Why would the govt do this? Because in a socialist system, providing free medical care, there is a major motivation to reduce cases of STI by any means, to reduce operating costs. The end justifies the means.

So we are deliberately put in a condition of fear, through misuse of statistics. This means that punters are basing their sexual preferences on corrupted information, or deliberate misinformation.

For example, when the Australian Dept of Health releases reports on rates of STI in Australia, they do not include any information on populations at higher risk. For example, aboriginals had an 8-fold higher risk of chlamydia, an 80-fold higher risk of gonorrhoea, and a 100-fold greater risk of syphilis than the general population; homosexual are more than 6 times more likely to have experienced an STI in their life; women who identify as bisexual are more than 3 times more likely; men and women who are intravenous drug users are roughly three and five times more likely, respectively, to experience an STI. These high risk groups therefore significantly skew the apparent degree of risk in the general population, such as our punters.

So what I have been doing is to provide some totally valid data which punters may or may not consider in making their behavioural choices. And note that my comments are related solely to STI, and not pregnancy. And in none of my posts did I advocate that punters should behave in the same way that I do.

RK highlighted the fact that I take medications to reduce the likelihood of contracting an STI. But this is only a partial protection. Pete Benetar made me aware of this possibility through a couple of posts, maybe 2 years ago. I did not understand what he was saying, but I pursued it via my doctor. I did not know that STIs are transmitted in two ways. One group via bacteria, and the second group via virus. The antibiotics that I take only provide protection against bacterially transmitted STI. So the protection that I get is limited, but it does act to reduce the likelihood of getting an STI, maybe by 30% to 40.

Of the sexual partners that I have had here in the Phils, almost all are educated, employed, middle class, because that is the kind of woman that I am looking for in a permanent relationship. Maybe 20% are P4P, when I need a bed warmer.

It appeared to me that RK was assuming that the numbers of partners across my life that I stated (440) were pinay, or Asian.

This is not the case. About 235 of the women were westerners, mostly American and Australian. They are educated, knowledgeable about sex, pregnancy and disease. Yet not one of them insisted on using condoms.

Interestingly, the relatively high rate of STI infections among prostitutes in Australia indicates that many of them are not using condoms, either.

I think that about covers it.
