The plus (+) sign is the unversally accepted GSM code for international dialing. Normally one would dial + Intl country code.number.

Dialing 0021 is the code for embratel, forgot which company that uses 0031, that's similar to dialing long distance access codes back the states. Some mobile networs may not have the translations built for those codes.
Rio has at least thre mobile carriers, you can switch carriers (if your cell provides that option) if one is giving you problems. Note that their LD routes and access lines do get congested

All phone Systems Will recognize the + and automatically Replaces it with their own If any different.
Even If I call a domestic number sometime I use the full + Intl number and Works perfectly

This is a warning to fellow players in Brazil. Be very careful if you intend to use the jacuzzi in a terma suite or a pool at a motel. I have done it only twice and I have become really sick both times.

Seriously, I continue to have lots of romantic feelings even after many years of mongering. Those feeling are mostly reserved to regular girls, and not pro's.

Really took 3 days to fully recover after antibiotics, loads of meds and some TLC. Is there something in the water or is this sickness really attributed to excessive mongering LOL?
