If you visit during the off season you may not even see a single soul in the clocktower plaza on Monday. That's what happened to me last year, hahaha.
Tuesday to Saturday are good days. Saturday and Friday being the best. You may need to be out pretty late on the weekend. On Friday the clocktower plaza peaked at 1 am and by 2 am all the hookers were either going to or already at their clubs and bars (Space, La Dulce Vida, Elektra).
I have this info in a FAQ if you go to the blog section of the Colombia forum.
Protip: when out on Friday gather some phone numbers that way you can reach out during the day. So gather 3-4 numbers and grab one chica that night. Then the rest of your stay you're calling up and having them come over.

Elections.
Was thinking of heading down for a week in mid April. I understand it is in the middle of election season. Now, I am definitely not getting involved in any of that, but could it be violent and or dangerous? I have heard it could get dicey. I mean I guess I could wait till September or just go somewhere else but I really want to go back.

I just realized, with my utmost disappointment, that I planned my next visit to CTG, after more than one year, exactly arriving on the weekend of forthcoming elections in Colombia! The dates of my visit were not my choice. They result from some other business trip.
So what? There is a ley seca that will make all clubs closed during that weekend? What should I expect at the Reloy plaza? Maybe all Colombians will go back to their hometown to vote, but I hope Venezolanas will be out. Any real regular in Colombia could shed a light for me?

I was in Cali during an election.
The liquor stores closed on Friday night until Monday.
As do the bars and Casas.
I did get something to drink at the hotel.
I would not go that weekend.
It was like a Ghost Town.

It was like a Ghost Town.[/QUOTE]I have been in Ecuador, Guayaquil, two times during elections, and the Ley Seca hit hard there. Nothing to do and nowhere to go for 3 days. No the usually there is much to do there, but on those days it was embarrassing to say the least.
Ironically, in Guayaquil the same happened also on Carnival: nobody in streets, all bars closed. When I asked what happened and why the city was a ghost town, they replied "because it's Carnival!" like if it was an obvious thing that on Carnival towns becomes deserted. Ecuadorians are strange people.
You speak about Cali, but I go to Cartagena, I am not interested to liquors, I am not interested to casas, I can live without bars. So what you write does not worry me.

I don't know about cities like Bogota. Generally it's not as safe as it is in a non-election year, and expect tightened security. Mid April is not the best time because after Semana Santa (easter) Cartagena empties out. You would go be going two weeks after Semana Santa. Most chicas will be back with family. I did this last year and while I did get pussy there wasn't as much around. It may actually be a good time if you want a quieter city.

I've been there on several different occasions when there is voting on a Sunday, be it a local or national election, including for the office of the Presidency. I typically have liquor and beers in stock at the apartment, and then drink in cups at the beach, Guaro in a water bottle, etc. Use your imagination and good wit, amigo. Be discrete and act like you are sipping juice without the spike, lol.
Yesterday, 11 March, was also an election day. An amiga sent a text saying things were slow Saturday night and that she was heading to Playa Hollywood on Sunday to try to make up for the lack of business on Saturday evening.
