I usually visit Rio during carnival, but this year I can't make it during that time. I was thinking about going during my birthday which is the last week in July. Just wondering if that's a good time to visit Rio? (weather wise, relaxing on the beach, going to sugarloaf mountian)

Rio would be full of brazilian tourists. Hotels are all booked. So are air flights (both domestic and international) As a matter of fact, July is the third most expensive period to visit Rio after reveillon, and carnaval.

Who would have ever thought that high season (or semi-high season) in Rio would be in the middle of the winter when the weather can get considerably cooler than other times of the year.

The carnival last year was in March and the weather sucked. It would get sunny early in the morning and cloudy and cool for the rest of the day. Not too many chicas want to go to the beach when there's no sun and there's a cool breeze coming from the ocean.
The pics taken was the last day of carnival last year in March. So depressing. I hate to imagine how winter would be like.

Your Harper Collins Dictionary is correct: adjective: dark (-skinned) , dark (-haired).
But I'm afraid you are not reading it properly.
"Morena" can be used to define the color of the skin as well as the color of the hair. And includes the different combinations.
In other words: You can have a "morena" with dark hair and very light skin. And you can have a "morena" with dark skin and blonde hair ("loira"). Though probably dyed.
That applies both to Spanish and Portuguese.
Then in Portuguese you have different adjectives for the skin tone: Morena oscura, morena clara.

A 20-story building collapsed tonight on Ave Treze de Maio, adjacent to the Municipal Theater. Two people are confirmed dead and numerous injuries are reported. Ave Treze de Maio is strewn with rubble. Exact cause has not yet been determined. Numerous massagistas work in the building across the street from this building.

I am almost through and they have not used the word "Morena" (or "garota" for that matter). When they are talking about hair color they mention "loira," "ruiva" and for brown hair they teach "Castanha." I was surprised. Is morena a colloquialism or is RosettaStone Brazilian teaching something that is infrequently used? I am still waiting for BubbaStone to come out.

For all of you who doubt climate change, go visit Rio. Cool temps, rainy days, overcast skies are the new norms, not the exception. One must expect that on average half of his vacation would be ruined by weather, no matter what time of the year he visits Rio.
In July, I recommend visiting Guarapari in ES if you like ocean, sun and fun. Great weather, hot chicks from Minas. 1/10 of the prices of Rio for accomodation. Mongering is lacking, though.
Nothing wrong with Rosetta Stone but it is not the end all language course. Moreno is not a colloquialism. In the Houaiss Dicionario of the lingua portuguesa,"castanha escuro" (dark brown) is used in one of the definitions of moreno.
1. Individual with dark skin tone, between black and the dark tan.
2. Individual of white skin naturally darker or sun tanned.
3. One whose hair color varies from dark-brown to black.

I think it sux as far as language learning goes, but I know they had to mention garota at least somewhere towards the beginning. They usually have a phrase like,"The girl is jumping," as well as "The girl is wearing a red shirt." Most of their stuff centers around "the man," "the lady," "the girl," "the boy."
