In this hypothetical scenario the snitch is Elvis, not Cynthia S. Cynthia was simply doing her duty as a law abiding citizen and reporting a crime that she was a witness to. The snitch is the person who was involved in a crime with another party and then "snitched" the other party out.
That is the definition of a snitch.
