why not change the law? when a law is introduced for amendment, the law is open to the entire house of representatives to make additional amendments. special interests tinker with the language to suit their personal political beliefs. representatives who are uninterested don't even read what is proposed. while a deficiency may be fixed in the law, unwanted constraints could also be inserted into the amended law. extreme-right legislators like jair bolsonaro would find this a perfect opportunity to further their agendas. for example bolsonaro, this year proposed a law prohibiting brasilian women from appearing nude in magazines and on the internet. today you may be inconvenienced if an establishment is raided for municipal business violations. however, if the law is changed too far, the business could become an illegal establishment and be forced to close.
