Because unlike many cities in Cairo, people in Madinaty keep to themselves. There's also probably less police presence because the city is kind of a higher class.

My experience even began 5 years ago with some scams that got me twice but never fell to them after, then parlors that offer massage with extras or low-quality sex service, but ended up with high-quality full-service massage parlors and madams with apartments.
