Last month I was in Europe trying to use a Magicjack to call Mexican cell phones and I still had to add that extra 1 between the country code and phone number or the call wouldn't go through. So try the new rules and if that doesn't work then try the old way.

My suggestion would be to report back on those 25 experiences to the DR, etc. There is a wealth of information in this forum, on twitter and there are many folks who would be willing to help you out. Take some time to get familiar with the last 10 pages or so of information. There are valuable gems within these pages. However, information must flow both ways in order for the forum to benefit. It does not help for folks to share twitter feeds, info on girls, etc. Without users posting honest reviews of their experiences. I would encourage you to consider this as you seek out info.
