I'm a Mexican, a Tijuana local who has several american friends that grew up going to the Revolution St. Clubs back in the day, I can tell you some reasons why that is:

1. Mexican kids mature a lot faster than american kids and they are consider adults sooner. When teenagers in the US go to work is usually to have money in their pocket for personal use, mexicans usually have to start helping out on their house's expenses when they become teenagers and start working at a fast food place or movie theater, etc. Having grown up responsibilities makes you mature faster, so by the time a mexican reaches 18 he is more mature than an american 18 year old.

2. Mexican culture does not consider being drunk as shameful. If you look for mexican cinema's golden age (look for Pedro Infante and Jorge Negrete) you will find that most movies are about feeling happy or sad while being drunk, it used to be considered a very manly thing to do, so mexican culture does not shame a person for being drunk, based on this laws are not as harsh as in the United States against being drunk and driving drunk, that doesn't mean that if they catch you drunk driving nothing will happen, but they won't destroy your life like they do in the US either, currently in Tijuana they have check points almost every day of the week looking for drunk drivers, the current fine is $14,000 pesos (a little more than $700 dll's), if they catch you they will tow your car away and send you home in a taxi, but they won't take you licence, you won't spend a night in jail and you won't have a DUI record, you just have to go and pay the $14,000 pesos to get your car back. In other words, it will cost you but you can still go to work the next day.
