The license is required only for government schools. Non-exam takers and non-passers can still be hired by private institutions.

You can work out that there are large numbers of graduate teachers who cannot teach because they can't pass the LET.
I also have the data regarding which schools were most successful in garnering passers and which ones were abysmally poor. I will share that data on PM if anyone is worried about where their hard-earned is going.

I get lots of PMs asking me about college passing rates and about quality of education here and there so this is merely adding to the data.
As Chea says, although private schools may offer quick and easy employment, most graduates of BEED and BSED still choose to undergo the difficult process of passing the LET and so getting hired in public schools, as being employed by the government means better job security, better benefits and around 30% better salary. A teacher who has not passed the LET is designated as an "Unlicensed Teacher" and most teachers are uncomfortable with this label.

Does anybody know one in AC?[/QUOTE]I'm not a health care worker so this is just a guess: if STI information is collected and aggregated (I don't know whether it is in the Philippines) it's likely done to give the gov't and health care workers an idea of what's happening, where the flare ups are, and where to devote personnel and scarce resources. Countries that are aid recipients, say from the UN or WHO or foreign governments, find that providing such info may further their application's chance to be awarded funds, and such info may even be required by donors.
Often with chlamydia a person may have gonorrhea too, and this STI can be asymptomatic. Moreover some STI's have become resistant to the primary medicine so another, more closely held one must be used. (Oh Christ, I hope I haven't re-ignited the boring safe-sex debate. There is the safe-sex thread - go there.) I've been to hospitals and clinics and when paying cash I've never been asked for an ID except when picking up test results from the lab (in a large hospital). You could give an assumed name, get tested, and then return to the doctor's office rather than the lab, and the nurse will get the lab results on your behalf. Just an idea. I think your concerns are overwrought; there's no STI squad rounding up the infected and processing them for deportation, though if a foreigner tested positive for HIV or Hep C I think the gov't may, and ought to, act.

Its a third world country. They lots of departments & programs (Start reading about HAMIS) but of course shortage of funds hobbles progress / effectiveness.

You will be able to see their signs. STD Testing. Some offer treatment. Not sure if they do reporting. You can ask them.
Also Dr. Willie Lee in Malabanis behind Petron gas station is a good bet 0917 791 1588.

A learning experience
I just had a week with the lovely Miss A.
My shape and size exactly. Tall and skinny. Compared with a broom handle, she would make the broom handle look positively chubby.
