Rather interestingly, data from the Department of Tourism (heard in a presentation at a seminar 2 months ago), reveals that domestic tourism in the country is the lifeblood of most local establishments. 26 million Filipinos 15 years old and over traveled within the country during the period April to September 2012 (no data for 2013 yet). This is about 40 percent of 63 million Filipinos aged 15 years old and over. They spent an average of 1,800 php / day, but it may be more since many of these domestic tourists stay with family or friends and so are not counted in hotel spending.
By contrast, the international visitor number has never yet exceeded 5 million per year. International visitors spend on average 4000 php per day. Tourism accounts for around 6% of the Philippines economy only.
While it is clear that the GoP wants more than 5M international tourists each year, their targets are NOT sex tourists (as I discovered in private conversation with the presenter, a male person).
There is an incredible number of illegal aliens living (and working) in the Philippines. I reported here some time ago that a sweep of persons without valid visas who were working in Northern Luzon resulted in more than 100 persons (primarily from South Asia) being rounded up in ONE DAY and in ONE CITY alone. A South Korean national living in my condo block was deported late last year for living in Manila and running his own business for the past 6 years without any form of visa. Of course he did not pay any tax. He was reported by a competitor who was following all the Phils laws and disliked losing out to an illegal operator. Makes sense to me.
The GoP is serious about sorting out these illegal stayers. The spirit of the new regulation is NOT to target the few people who stay a few days over their tourist visas; they are after the thousands of illegal aliens who are living and working here for months (even years), as well as the large number of people on "student visas" who are working illegally in the country.
Having chosen to live here for the past 18 years, I absolutely reject the notion that this should be called a "dumb country" simply because it implements its immigration laws. Expelling illegal aliens is not damaging to any country's economy.
