The local law still applies, even if you don't agree with it. Owner liability for speeding was litigated up to federal court in Switzerland, in another case a Dutch or Belgian guy (I provided the links to the court cases last time) went up to the European Court of Human Rights and lost. If you are the owner and you get a speeding ticket, and you argue it wasn't you, then you have to tell them who was driving your car. Or do you let your car parked in the street with the keys in the ignition and you never know who takes it for a joy ride? So bohoo, be a man and accept responsibility.
