Leaving 60 degrees and hitting 90 degrees is always a sweat soaking joy.
Standard practice for arrival, I avoid the yellow cab and seek an offsite taxi. There is Johnny, aren't they all called Johnny, hustling for a gringo to take his ride. Quick negotiation, he wants 25,000, I offer 15,000 and we settle on 20,000 ($7). Into the cab, first thing he says is you look like a cop, we both laugh and then he immediately offers girls, Cheech and Chong and Tony Montana. Shows me a 5 g solid Montana and wants 200,000 ($72). I just laugh and say no thanks, I'll make other arrangements. The entire ride we go back and forth on price. I stick to my guns at $50 usd and when we hit the condo, he accepts.

He apologizes, remembers me from last year and says he can give us our unit from last year, 1004 and will deal with the renters that are due to arrive in a few days for that unit. Move downstairs and the unit is the same as last year. I tell him I am happy except that there are only two towels and the sheets look a bit worn. Juan sends me message that towels and new sheets will be there in morning and he will throw in a cleaning service half way through the week for our troubles. 7 nights at 90 = 630 split with wingman is $315 for the week.

My normal standing heart rate is 108.

Nor have I experienced such in Barranquilla or Medellin. I do use higher-end ones so-to-speak, that are geared toward discretion, i.e, you drive into a gated compound, then directed to pull into an individual garage that goes with a particular unit. Your taxi/car pulls into the garage, they close the garage door and unlock the door to your room. You get out, go to the room, do your thing and call them when you are ready to leave (or they show-up if you haven't called at the end of the standard allotted time, which has predominantly been 2 hours at most places I've used).

If one chooses to pay more, then it's because he wants to provide a tip, or he believes a taxi driver who is being dishonest.
The fares are set annually by the City, although this year I don't believe the new fares have been released due to ongoing discussions with the taxi union, officials and the public. There has been discussion of requiring meters, and I'm not sure where that stands exactly. Last month (March), they did release that the minimum fare was raised from 6,700 to 7,000. The night premium for 9 pm to 5 am is still 500 pesos. The official fares from 2018 were / are still in effect until notification of updated 2019 fares from the City.
The 2018 Official directive from the City is that the fare from the Airport to Bocagrande or Laguito is 19 mil pesos. Like you, I give the driver 20 k without the expectation of receiving 1 mil back in change.

Taxis are abundant in Bocagrande and it is safe to grab a licensed taxi off the street there. The minimum fare during the day before 9 pm and after 5 am is 7 mil pesos. While there's a 500 pesos premium for 9 pm to 5 am, they'll round up 1 mill, so it becomes 8 mil. Bocagrande to el Centro is 7 mil during the day and 8 mil during that 9 pm to 5 am period. Oh, and in the set fares there's another 300 or 500 pesos for air conditioning, so that will also be rounded up to 1 mil as well, LOL. The typical taxi "rip-off" will be 1 - 2 mil pesos, which amounts to 33 - 66 cents. I wouldn't let my blood pressure get elevated over 33 - 66 cents. So expect that you'll pay 8 or 9 mil during the day, and instead of 8 mil at night, you'll pay 9 or 10 mil. I wouldn't let 33 to 66 cents get to me.
Until one learns the lay of the land so to speak, it's advisable to ask the driver "how much" to go to (insert where going) before getting in the taxi. Just open the door and ask before getting in. Agreeing to the rate quoted or not up front will avoid any surprise at the end of the route. If the rate quoted is inflated, counter with the proper rate and either come to agreement or not. Oh, and even many locals do the exact same, even though they obviously know the lay of the land. Maybe (er likely) it's because they know the lay of the land that they ask upfront. :)
