In over 24 hours it didn't show on my phone so I ended up going to purchase another 300 piso load from the store and I wrote etopuponline telling them to cancel the 500 because it never showed up and I was preparing to leave PI. It had to be at least 30 hours before they emailed me back, but right before that the 500 piso load showed up in my phone. So yesterday I'm sitting with a fresh 500 piso load and only have 24 more hours to be in the Philippines. I probably sent 10 text messages after that to a girl at the massage shop. Then I took a girl last night and told her that I was leaving the next day and asked her how can I transfer my credits to her. I looked at my balance and it said 2 piso. WTF?

The website you used has a MINIMUM $20USD charge to load, so your 200p load cost you 860p (20USDx43p). I have never used the online topup service you used, and I can't say for sure but I assume they also charge a hefty user fee each time you text or call, over and above the local Smart rates. That maybe explains why your load was gone. That or one of the girls you spent time with transfered your load to her phone.
Philippine text rates are very low, but calling rates in the Philippines are more expensive and will eat your load up fast, especially so if you are a Smart user and you call someone who is an off system user such as Globe or Sun. Personally it's so easy to walk into any cell phone shop and get a card load (100p-500p) and you often get free text messages with each card load used. I like to buy a few card loads and put them in my wallet at the start of a trip and when my BAL gets low just load a fresh 100p. No need to ever use rip-off online autoloads. But hey bro it's your $, you can spend it anyway you like.
Also when you bought your Smart SIM you should have received 30 free intra-system texts included.

Buy one in the Philippines or bring one with you from home are your two options. No stores selling cell phones at the airport.
Personally I would buy one in Manila. A good cell phone can be bought in any local mall for 2000p or so. Even cheaper if you don't mind buying a lower quality China clone phone that doesn't have all the latest features.
I would look at buying a middle of the road Nokia brand model. They are dependable and have good text functions and that's all you really need in the Philippines. Plus they have longer battery life than the clones and the girls will not want to steal them as much as an Iphone.
A few questions to ask the staff in the store when you buy a phone in the Philippines,
-Is the Phone brand new and never used? (Original Box)
-Is it a China phone or is it the original?
-Does it include a charger?
-Single SIM or Dual SIM?
When buying a SIM card ask how many free texts are included, and get the staff at the store to set it all up for you. Really easy to walk into a store there and walk out with a fully functioning phone.

My pinay friend in Thailand also told me that Smart always rips people off the same way. I asked Frenzy how was it that the girls seem to be able to text endlessly but mine always runs out quick. He told me that most of the girls have Sun. They have unlimited text plan. No one has used my phone. It has a lock feature on it. I did receive one of those text transfer credit requests while I was in Cebu from some girl I had not even met in person, but of course I declined that.

I used Globe last trip and Smart this trip. No problems with either carrier.
The cost issue may be with making phonecalls. They text like crazy here for a reason: texts are cheap, phonecalls are expensive.

Buy a new SIM (around 60 php) and a 300 php load and you are good to go.
No need to worry about any fancy features. These little phones are fantastic for texting and calling, and that is surely all that you want. Nice and small and fits easily into any pocket.
I find the battery lasts for 2 days at least if you follow the instructions and let it run right down dead after you buy it and then charge it fully after that.

As to the USD exchange rate, you are wrong it is not 45p-1USD, it's now LESS than 43p-1USD. (42. 8548 to be exact). The rate has been fluctuating between 44p-42p per 1USD for months now. At the time I posted it was 43p-1USD so that's the exchange rate I quoted.

I've been using a 1000peso Nokio for the past two years. Since I travel in Philippines two or three times a year, I keep using the same SIM, and I buy a phone card before I leave. Then as soon as I arrive the next time, I load the phone and kill time in the taxi by sending msg.
I'm thinking of getting a phone with two SIM slots since I sometimes get gals who say something like,"I can't text you because I'm using SUN". At first I was confused. Are the two systems incompatible? Of course the real reason is they have some sort of free text set up with one company and can't be bothered to spend a few pesos on texting someone using a different company's SIM. Penny wise, pound foolish?
I've quoted SA88 here because it is so true that they will walk you thru the whole process and set things up for you. Most malls have several shops and often they have one area where there are numerous kiosks style "shops". They are usually staffed by females, and they are often competing to get you over to their kiosk. So, one variable you can consider is find the kiosk with a lass that appeals to you. If she helps you set up, get her to text you. Or test the phone by texting her. You might do this in a surreptitious way, not to try to fool anyone, but just to help her save face with her colleagues, or possibly her boss. Then later you can text her to thank her and maybe offer to buy her lunch because of her kindness. But more likely than not, as you are typing your message, you will get your first ding. I wonder who might be texting?
So, to add to what SA88 wrote, you can walk out with a fully-functioning phone, and one contact. Oh, I love the P'ppines.

I copied and pasted that directly. If they are giving me 45 to the dollar you think I am going to argue and say they should only be giving me 43?
