Agreed - this doesn't pass the smell test yet - the TransWorldNews story has absolutely no details (even when it happened) and no attribution to any source... And I can't find a trace of this story anywhere else.
Since TWN is not a news gathering operation itself - it is in the business of distributing press releases for businesses, i.e., PR - it had to get the story somewhere (i.e., someone else created it). But it doesn't say where. It is possible for members on the TWN site to submit news, so possibly someone simply put up a hoax?
Expect a major crack down coming soon
Following this report in the BK Post today, it will not be too long before people in government and power start to cover their backsides and so a crackdown will be called for.

Probably they will wait until mid to late January, get the high season peak holiday weeks out of the way and then hit it hard.
