If certain clubs will add their own even more restricted rules then this is their cup of tea, of course.
I don't believe that no oral without protection is a rule that the government made. I might be wrong, though, but I don't think that is the case at all. As far as I know there are really definite rules regarding hygiene in the club area but no rules regarding the sexual act at all. Only suggestions. A violation of a suggestion will not be a problem.

Basically it gets a lot harder for management to micromanage which girls are good for the club, and which ones are not so good the higher to number of girls. Because girls make pacts with each others in order to try and upsell more more in bigger clubs.
