While I write the previous reply I had this wild idea. I don't know how far we can go with it. But thought worth a try.

Why don't we create standards (with levels) for spas and rate the currently existing ones, like they do in hotel trade (7. Star. 5. Star, etc.). We can develop the criteria with the help of seniors and based on critical reports from trustworthy mongers, we can rank them so it will be easy to pick the best which matches the expectations as well as cost factor.
