They are legal on condition that they don't provide sexual sevice. The girls are not supposed to get naked. Almost all RNT places get their licences for physical therapy.

Nude massages with hand finish are allowed, but the premise needs a PCA number because it is considered a sex service. They need a PCA with b suffix (PCA 12345b).
If they provide escort service they need an e suffix (PCA 12345e).
If they provide on site sex/nude massage service and escort service, they need "be" suffix (PCA 12345be).

Furthermore, clients are also charged if they're caught in an illegal sex premise.
Below is an extract from the Prostitution Control Act 1994 - version 054 (ammended October 2006):

Part 2 (Offences Connected with Prostitution) - Section 15 (Being in, entering, or leaving an unlicenced brothel):

"A person must not be found, without reasonable
excuse, in or entering or leaving a brothel in
respect of which there is not in force any licence
required under Part 3."

Penalty*:
(These penalties increase every year as fines are now indexed. The figures provided here are accurate as at October 2006)
*The penalties are higher near a place of worship, a kindergarten or place where children might be at the time.

1st offence: $1074 (10 penalty units) fine and/or 1 month imprisonment
2nd offence: $3222 (30 penalty units) fine and/or 3 months imprisonment
3rd or more offences: $6444 (60 penalty units) and/or 6 months imprisonment

Afaik, if a brothel/nude massage palour isn't listed in the RhED, then it's most likely to be illegal.
