The Foremost Building is located at 19/21 Jordan Road, which is a major road in in the Kowloon part of Hong Kong (and which has its own Metro stop)."19/21" means that its street address is both 19 Jordan Road and 21 Jordan Road. It's probably a fairly big building with more than one entrance.
"15 / F" means the 15th floor and Flat A represents an apartment number for that floor. Most floors would have 6 or more apartments or "flats."
Please also remember that the 1st Floor in Hong Kong is usually one floor above street level (or ground level) , unlike the US.
It sounds as if you're asking about 141 girls. If so, most 141 ads have photos of what the girl's building looks like from the outside. Feel free to print out these photos, they can be a great help in finding where you want to go. Some entrances can be on the sides of buildings, not on the street front, so be careful.
