So when the clerk hands you the keys, take him / her with you and do a full walk around of the car taking pics and video from all angles to document all body damage, paint scratches, damaged tires, cracks in windows, etc. Point out each flaw on the video and ask the clerk to acknowledge that it's there. Don't sign the rental form (or hand over your credit card if possible) until you have verified and documented the car's condition.
Also, don't' be surprised if you are driving on a road or highway and a local LE officer pulls you over or stops you at an intersection. They are looking for a bribe and will either suggest you violated some traffic law or just tell you they need money for gas (dinero para gasolina). My advice: pay it and smile. It's probably not going to be more than 1,000 to 2,000 DOP ($10 to $20 USD). Sure you can take the righteous path and refuse. But do you really want to be arrested and tried by a corrupt legal system in a country with a corrupt government?
