There is always some confusion when you say "fully legal". Hell, nothing is fully legal.

Prostitution is legal for the seller and purchaser in Spain and Portugal as long as all parties are adults. It is illegal to operate a brothel in Portugal, and Spain only allows brothels to operate if they are "licensed" as such (with licenses being expensive and relatively difficult to obtain).
