I think Pistons is actually making a case for people in these poor countries. He's saying that the average IQ of 96 is actually high considering the poor circumstances, especially since it's higher than those of many developed nations. The state of their nations is not a reflection of inherent IQ but rather due to geo-political circumstance.

Meanwhile Mr Ho is also not saying anything negative about the people of these countries, just that the countries themselves actually are kinda shitholes. Lack of public resources and higher education generally makes a nation a shit hole. It's not a reflection of the people but of the cards they were dealt. I'll add that culture does have a lot to do with it. From my experience with Romanians, WGs and Civilians, they do value education in the back of their minds, but most do not see the effort-reward of higher education directly in front of them. Some of the girls I meet in FKK's speak 5 or even 6 languages fluently. Can you do that? Most IQ tests I've taken uses the same simple maths logic. So surely these tests can be learnt with a good education system. I haven't scored below 130 on any of these tests since I was 15.
