I would presume this is because unlike most of the other countries in the area all services in Japan are mainly for the local clientele. You go to Thailand, Philippines, Vietnam and they want foreign customers. In Japan they might tolerate you but definately do not want you. And that is a big difference.

The only other similar country I can think of is South Korea, but even there finding a lower level (meaning lower cost) place will, in my experience, get you in and decently handled.
