He said cops aren't the least bit interested in a standard are&T massage joint. Sex workers, managers, the person named in the lease as tenant and business operators could be charged—although the police rarely use these laws. They prefer to involve the local council, which takes action itself.
Police cannot shut down a massage business—councils have to do that.
15 massage places were closed down in 2015 in Whitehorse Council alone.
I can only find a few instances where the operators were charged and seems they were out there making a nuisance. One in CBD apartment block, and interesting one in Scalan Strret shopping strip in Moorabbin, probably 500 metres from a licenced brothel! In 2014 an operator had five closed down and were charged with HT as well.
