The country goes into specific social distancing scheme after September 1, 2020, meaning only the sick and related would have to isolate. Carthy has peaked for this malady some time ago; I expect US visitors to be back soon. The situation in Colombia is not worse than in the US, so now without a mandated quarantine anyone with a good medical that guarantees treatment abroad (which is actually cheaper than back home) may take a leap and take a trip.
Sounds like you have a good grasp on this. For a visit to Cartegena what date do you think might be a safe bet?

It's very likely those tourist buildings will have much stricter rules given COVID. We'll see how it shapes up but I'm not holding out for any trips this year to Cartagena.

This is also a green season in the city (hot and rainy). My preferable slot dates for Carty is between December until the end of Carnival. We shall city if November event like beauty pageant take place in a usual format or not. Colombia will start soon several vaccine trials to give a boost of confidence. There is no safe bet, the House always takes a cut, and one may say that summer 2021 is going to be a safer and nicer time to visit, but as long as you don't want to delay life and have other issues of travel reasonably set to you specifically (quarantine, insurance, air fares and all contingencies) I guess you can plan for December and forward. Of course, mine is only an opinion.

I don't know how the buildings legally can ban visitors; then there are motels and girls rent somewhere too, there are opportunists to will rent, and as always you can go 'al fresco', very romantic.

Buildings can totally ban visitors. Many buildings in Cartagena do so because they don't want hookers over. With the pandemic I suspect the local government, which is always looking to clamp down on this stuff ostensibly, will ban anyone except registered visitors from staying in the apartment buildings in the tourist areas. You'll see.

All very politely and with a smile. There are of course, buildings 'sin porteria', without security desk. There are always options to take business away to those who appreciate it. As long as bars and clubs are open, it's a go.

Now you go to a 'club' as you put it (there were only three before that were known to have hookers in them) how are you going to talk to one with social distancing rules? Sign language across the room? Cartagena won't be the same scene for quite a while. I'd save yourself the trouble and go to the other cities for pussy.

I loved that because they were my buddies looking out for me and even giving thumbs up to me behind the girls back. They even escorted one girl up to my door who had showed up on her own and who I had given a guest pass to previously. They were my buddies protecting me from mala chicas.

The closest stadium they are going to play soccer in is in is in Barranquilla.
As soon as the beach opens it on.
You understand most of the working girls in Cartagena where either from Medellin, Venezuela, or Bogota? They all traveled there usually by bus or air. Beaches will open with social distancing as well. By 2021/2022 it will be completely different. Big business is going to swoop in buy up all the rights and reshape it. It's the end of an era.
Also, you remember how the cops always showed up at centro after 10 pm and tried to get the girls to leave? Yeah, now they have an excuse. COVID-19.
It's over man.

Even if there was an effective vaccine (and there won't be for a while) this won't happen. Colombia is eventually going to have so much carnage due to the virus that it will have to shut down large public gatherings next year. Every pandemic in recorded human history has had a nasty second wave.

Those rules are over after September 1, 2020. Going to CTG will be dictated by season most of all and competition from other cities and countries. Don't forget there are local clubs beyond the known three, almost every club which was open ten years ago is still open, not to say how many just come from the streets and squares etc, the beach purveyors are still there etc. What is true there should be some normalcy in other tourist things to do, and I will assign some likelihood that by December the trip may be feasible.
Which rules are you talking about?
It's the law. You rent a place as a tourist and everyone checking in has to have ID. It's an actual law to make sure only people who have legal residence can stay in those places. Have you ever been to Cartagena?
