The 1st and most important thing to know about stats and figures is that although the argument about foreigners killed and well publicized is true as this is something the govt can't hide but will try to often list it under a more favorable stats as not to look badly to the govt. (like foreigner was killed accidentally in a fight, leaving out the fact that it was a fight while he was being robbed).
Also, if murders occur to the locals many goes unreported so the figures are way under reported. I know for a fact that the robbery stats in the PI are a farce. Why? Because local people that are robbed don't even bother to report to police as 1) they don't really care and will not make much of any effort to track anyone down except when the victim "bribes" the police to help with the investigation and that is often more money than was lost in robbery to begin with. 2) police are sometimes in on it.
Yes, PI and AC is safer than some of the worst parts of Detroit but not some of the better US cities.

But even assuming they're correct, it's misleading and not relevant to tourists and expats to the Philippines.
For starters, there is the ghetto avoidability issue. In America, there's no reason why anyone, particularly tourists, would need to visit and congregate at the parts of Oakland you've described. If you earn more than $10 / hour, you can easily afford living elsewhere. I've lived in America all my life and cannot remember being inside a gang-infested neighborhood (aside from driving past it on the freeway at 75 miles per hour). Normally, people living in American ghettos are there because they're felons, drug addicts, criminals or simply cannot hold down a job.
It's different in the Philippines. There, it's impossible for tourists and expats to avoid Philippine ghettos since it covers 70%+ of any Philippine city. And even in the "good" neighborhoods like Makati City, there are still shady people crawling around scamming or stealing from you. So whether you're in a good or bad neighborhood, there are impoverished Filipinos gunning for you. Unlike in America, you cannot avoid trongs of shady people in the Philippines.
And that leads me to my next point. If you're non-Filipino, you're being specifically targeted for crime (whereas, in America, you're likely just unlucky). Telling me that there's only 4. 3 murders per 100, 000 in the Philippines isn't going to make me feel any better if I'm walking around with a bullseye on my chest.
I agree the threat of violent crime in the Philippine is exaggerated. But what's not exaggerated is police corruption and ineptitude. If you need help, they can't provide it. For example, nobody will fault the Philippines government for the hostage incident 1.5 years ago when a busload of Hong Kongers were killed. Hostage-taking can happen anywhere. But on live TV, we all saw how the police lacks even the most basic equipment and training to deal with violent criminals. If they can't protect people on national television, you think they can protect an anonymous, unknown person like yourself?
I should also point out that no government or police official lost their jobs over the hostage incident. Only two people got a "reprimand". Therefore, when cops don't do their jobs in the Philippines, nobody is held to account.
The bottom line is, your post is unfair because you're comparing the worst part of America (inner city Oakland) to "normal" parts of the Philippines. If you compare your average American neighborhood to your average Philippine neighborhood, there is no question which neighborhood is safer.

The other 3 attempts I had to take a drive to Makati Palace then use their car, they don't care too much if you stay or not in the hotel, just say you have done this before and that you are booked on the way back from AC. Price was 2500 peso all inclusive using the Makati palce car but last time I have done this would have been more then a year ago so prices may have increased.

I put the snacks along with toiletries if they so offer in a drawer.
Does the interview matter? I think it all depends on how you look at it. Doing the interview probably cuts out on some potential runners. Will it cut out all? Obviously not. Women can be good actresses. I think it also depends on the person giving the interview on picking out little nuances that may hint she may not fulfill the agreement. Personally for me, I have been pretty lucky for last couple of years. Maybe it's experience and a good instinct, I don't know. The other thing you have to remember is that you're not dealing with the most mature people so it's kind of hard to hold them up to a standard. So even if you got lied to in one interview, to me doesn't mean you should stop letting your expectations known with any future dates. It's got to help some.

2) On arrival at NAIA, use the yellow colored taxi rank. Fixed fees. Maybe a bit above the Filipino rate, but you get a fair price, do not get robbed and the car is clean and well kept.

I know its not great but we are talking 5am, after the cebu pacific flight from Bangkok. At that time you won't have many willing drivers to take you to AC considering its shift change time and they know you will struggle to find another cab. Bottom line is like many other things in phils at different times of the day / week you get a different price. By the way they usually start negotiating at 3500 peso. Granted I am younger white guy they probably have me pegged for a newbie that doesn't know prices, you being asian will probably get a different response but I doubt it it will be much cheaper then that. I guess if you have the time to prearrange pick up the its probably way to go if your flight arrives at odd hours.
As for the 2600 peso TO naia, you need to remember that things are cheaper in AC then Manila. This includes the fares too, you could get away with around the 2000-2200 peso mark, just ask around where the trikes gather at the ATM exit in SM. I have done this few times in the past.

I asked at the front desk, and the girl there confirmed the goodies had to stay in the room.
The runner. Try this (I know, paranoia, but it seems to have worked). Re-mention the important things in your interview with the mama or oldest waitress after the girl has dressed in street clothes just before you leave. Just takes a moment: 'She's agreed to stay until 10am. ' As the girl comes out from the dressing area and we are leaving, I call the mama or waitress over and run thru my list. Don't be afraid to run thru the entire list, the mama's have heard it all. 'She agreed to ass fuck, cell phone in the safe, lick another girl's pussy and stay till 10am. WCoast: Your suggestion well taken and logical, since we tip or buy LDs to mamasans, managers or waitresses. So they should certainly work for their tip.
Judging from the various responses, seems to me as I said, all BFs continue to be a gamble in AC, especially at the night bars. Perhaps less so at the day bars, which close around 11 pm.
It can't be that hard to put the goodies in your suitcase or in the safe in the room. Before you bring someone back just get them out of sight and things should be fine. If they want to get into the refrigerator tell them no, or put the items in the closet on the floor. Warm beer and other things won't turn them on. If you have had time before go to the store and by some things for the fridge. Offering those keeps them away from the higher priced supplied item.
Another idea is to get them so drunk they can't walk. That wll keep them out of the goodies too.
