People are returning to their old jobs slowly and in democrat states like California it is difficult to get workers because of all the government handouts. California is 70 % democrats and half of them see either deadbeats or on welfare. Biden policies are killing small businesses. It is going to be very difficult for them to raise wages when they are struggling to survive with inflation and regulations.

And then Repub Trump, who is just one of the Repub "leaders" who passionately opposed it, demonstrated his typical hypocritical Repub gall to take credit for minimum wages going up for women and minorities when all data points and evidence shows his crap economic policy and stewardship did not have a damn thing to do with it.
