There you have it: Oral sex is not safe sex but it is far less risky than vaginal or anal sex. How much less is "far less"? Even if someone with HIV claimed they got it from unprotected DATY only, would be hard to prove. People with HIV or other STDs are notorious liars.
Sometimes the risk is purely "theoretical", as it is so low. When the number of cases is miniscule, it is very hard to get a useful reliable result.
