So if you use Citibank or HSBC or another non-Thai bank ATM there will be no fee.

Since this topic has been raised again I will only say " maybe I'm the most unlucky guy in Thailand " and if you are looking to save 150 baht in Pattaya in particular personally don't even take a chance in using Aeon ATM, just to save 150 baht from the transaction.
Now I can't speak of Bangkok, but the ATM, particularly at Carrefour Pattaya stay away. I lost 17,000 baht in November, ( Pattaya North Tesco ) but it was disputed and resolved, then I lost 10,000 for good at Carrefour and reporting it to the Branch in North Pattaya Tesco, all the teller or representatives have given be the impression that this is a major problem with their ATM machines in which they the machines give you NOTHING but will remove the money from your checking. For those who live in Pattaya will attest that majority of the year the ATM at Carrefour has a out of service sign on the screen. Guess Why?
In my personaly case, when I disputed it to my bank in U.S. and they disputed it with Aeon Bank, they came back and told my bank it was a valid transaction. Since that time I have try to contact them in Bangkok at their HQ, they refuse to speak to me personally or provide me with any proof and have denied even if the transaction ever existed, then said they gave me the money! I have concluded maybe there is a language problem but their lack of customer service and the inability of a foreigner to do anything about or to make contact with someone to resolve and show them my proof has lead me to believe this is a dishonest bank and I rather just pay the 150 transaction to another bank at less I get money. I try to save 150 instead lost 10,000 baht.
I wish I was in Bangkok when they had the demontration in May I would have thrown a bomb at their HQ for all the shit and B.S. they have put me through trying to resolve the problem.
Stay away from Aeon is my opinion! I have written the U.S. Embassy, file a complaint with Visa and of course email Aeon world HQ in Japan of course no response! Next month I'm going to place signs in front of their machines throughout Pattaya!

I am sure your experiences and reporting on them (I remember reading previous posts you made on AEON) has helped others. It has me!! I use to use the one you mention in PTY but stopped after reading your problems. I am very selective in using AEON. Only at the Paragon basement, Khon Kaen Central Festival at their branch office and Tesco in UTH. Otherwise, I suck it up and pay the darn 150 bt fee.

I got ripped off by a number of ATM's in India. Everything seemed to work but no cash.
If you hang onto your ATM receipt or make note of the transaction number on screen your bank will recompense you quickly. The next day in many cases.
Whenever you use an ATM hang onto the receipt until you can verify the transaction via your online bank account.
Sounds like silly advice but you see many people toss their receipt.

I am a cash man myself; although I did do one fee based ATM withdrawal in Bangkok last month during the throws of the crisis, when there were [i][b]zero[/b][/i] bank money changers open in the lower Suk area.

I think the comment stands. Whilst Bangkok is ok for those that live here or are often here for business or whatever then yes, its ok cause you are not spending money or wasting time to get here.
My comment is for those planning their trip, saving money to go on it, using their holiday time to do it. They could be dissapointed.
You'd be far better off waiting until late Sept/Oct and come in just before the main high season starts.

Sure, it's a lot quieter than usual, but that is a good thing in many ways if you know the town. Sure they complain, but they are always complaining about something. The lovely sweetheart from a Soi 23 massage shop who spent last night with me did not complain about a thing. She was all smiles when I tucked her into her taxi this morning.

I spoke with my citibank to see it I could transfer funds from a citbank account in the states, and was told that they are not linked and could not do it, and I would have to do a wire transfer for a charge of $30. :(
So please let us know if you can withdraw funds without a charge.

I can't understand why we all want it for free but, as normal, we want to earn money....

Beg to differ, citbank will transfer funds to any other US bank at no charge, but they will not transfer funds out of the country, even to another citibank account.

I do not know about a bank ever being free but I move money via Vanguard with NO fee.
