If you are dealing with local businesses in other parts of the city, pesos are definitely the way to go. The bars actually peg their prices the the US currency, so drinks are not any cheaper in pesos. Girls ask for dollars and most are smart enough to convert. Sure, some girls may take a little less in pesos, but that is mitigated by the risk you take of trying to do mental math multiplying or dividing by 18.5. It's tempting to just use 20 for simplicity, but then you end up screwing yourself (offering 1600 for $80, for example). Street girls are different, as they will ask $30 but accept 300 pesos ($17).

As far as where to exchange, unless you are changing thousands of dollars, it makes very little difference. If you are changing $200 at 18.4 you will get 3680 p. At 18.2 it is 3640 p, which is a 20 p (or $1) difference. Is saving a dollar worth worrying about where to make the exchange? Not to me. I exchange at the kiosk right at the border. I could walk a block to save a couple of bucks (I usually change $500), but I rarely bother.

I finally found some places where dollars get you a better deal than pesos.

In bars where the tipo de cambio is 19:1, the bartenders often round that up to 20:1, charging you 80 pesos for a $4 beer.

I always ask for both prices, and pinch my pinchi centavos accordingly.

There are tons of casas de cambio all around the border, and all over Tijuana. The best rates are on the US side. Generally there is roughly a 0. 3 peso difference between the US and Mexico sides.

The overall best rates can be found in the "Trolley Plaza" where the Blue Line trolley terminates. This is at the Ped East crossing, IIRC. The McDonalds has a very popular one (It's not part of McDonalds, it's on the outside of the building, huge sign, can't miss it). There are others, too, all advertising their rates on big signs. All rates will be more or less identical.

Just be sure to compare the booths versus going to the first one you see and exchange in $100's.

By 3:00 it's too crowded for me.

As far as best selection, you'll find the most women there on a weekend night, but then you are competing with the most men as well.
