HSBC Philippines is a franchise of the international bank; So is HSBC Vietnam.
As for most franchises, they all follow the Big Boss Central Office (HK Shanghai) general rules but each one has its own quirky home-made rules that fit with the host country banking regulations.
Foe example, money deposited in HSBC Philippines accounts is only insured up to a total of 500, 000 pesos if something goes wrong.
HSBC VISA and MASTER cards should be no different to any other international cards in that it is VISA / MASTERCARD who sets the rules, not the bank.
I use HSBC Philippines and I find that their service is excellent, and because not many locals use it there is rarely any problem with lines in the bank or at ATMs to do business. I don't pay any fees either, because when I established my account I agreed that my whole-of-salary monthly pay would be deposited. They definitely charge fees for various services, because every transaction that has a charge always appears as a debit on my statement and then next line it is reversed as a credit.
