A few years a German guy somewhere around Cebu, admittedly drunk was on a ferry and made a remark about the President being corrupt. But if you read the media reports about Philippines spending lots of money on defence (Italian boats etc) the news slant is that Philippines is increasing the size of its military and response abilities.
