Local councils don't have the resources to monitor/inspect/shut down illegal RnT joints. There has been much press coverage lately about how Melbourne City Council has dropped the practice of hiring undercover investigators to test out illegal brothels. They are only concerned about massage parlours/brothels opening across the road from the local primary school, illegal brothels using bonded labour, or workers in violation of immigration regulations.

Besides, there is too much money to be made from issuing parking infringement notices.

Does anyone know of good massage places in St.Albans area that may or do provide RnT?
