The UPP doesn't have a easy job as Rocinha is the largest favela in Brazil with about 120'000 people living there. There are some areas in Rocinha where it's very difficult for the police to patrol. In those areas the bandits tries to survive. One of those areas is Roupa Suja where the german guy got shot.
