The Cambodian girls I have seen have darker skin that I would not describe as white skin. If you are looking for girls from an Asian country with white skin I would check out Korea. I've done the following countries multiple times over the last 30 years with varying degrees of success and happiness:

Asia: Philippines, Thailand.

Latam: Mexico, Colombia, Panama, Costa Rica.

Africa: Madagascar.

Europe: Czech Republic and Slovakia shortly after the Wall fell. Dabbled in Western Europe.

I can get away from family and work about 3 times a year for about 2-3 weeks each. My next trip should be mid January. Early Feb. I'm looking for somwhere new (I would go back to Madagascar but it is the middle of their miserable rainy season). What should I consider? I know I've missed some mongering hotspots in Brazil, Indonesia, Cambodia, Kenya and Tanzania. I have no racial preference. But I generally like the tiny spinner types.
