Cartel Wars heating up in Tijuana
Now that Chapo Guzman is in jail the cartel wars are increasing Tijuana. This is a good reason to use extra caution in Tijuana until things settle down.

The Jeep Wrangler stopped by CHP on I 5 at Jeffrey Sat June 4 after midnight

I left Hong Kong at 11 PM Saturday, driving back from Coahuila West, turn South on F Martinez then East on Calle 2. This route has lighted businesses open this late with about 50 people still waiting in line for the collectivos on F Martinez and Calle 2. There was no policia. This exit route looks safe.
The Sentri line went pass the rotary on Padre Kino. I cut in at the rotary but still took close to 1 hour to cross. There were 4 SENTRI lanes open, WTF?
I was cruising back Northbound on I 5 at midnight. Traffic was pretty heavy for midnight on Saturday. There were lots of stupid drivers cruising side by side, taking up all lanes, blocking faster traffic. I had to weave through traffic to get ahead at undisclosable speed while constantly checking six for signs of CHP in pursuit. A tan Jeep Wrangler also weaving on all lanes in traffic to get ahead. The guy was a very good driver, managed to weave through traffic while checking 6 for CHP like I was doing. We play a little game to see who can get ahead and take the lead in the heavy traffic. He kept me company and from getting bored on the long drive.
We managed to spot and stay behind a CHP car cruising at 80 MPH South of Carlsbad. Everyone quickly became legal, safe and model drivers behind the CHP patrol car hehehe. He could not bust anyone so got frustrated and get off an exit near Carlsbad. I figured this guy was hiding in the exit to get behind and chase us. I continued checking six but did not see an why pursuit car, so I went back to less than a model driver, same with the Jeep driver hehe.
We got pass OC boundary so I thought we were safe. South of Irvine, I was doing about 85MPH in the middle lane; the tan Jeep Wrangler was doing the same speed on lane #1 next to car pool lane, weaving around traffic sometimes. Suddenly a car pulled up fast to my right rear. I knew instantly it was a CHP cruiser. He was matching my speed for about 1 minute, checking me out. Then he decided to speed up and pull ahead. I knew he let me off the hook and would go after the Jeep Wrangler. I sped up and followed him. The Jeep driver apparently became aware of being followed, so he slowed down and changed to the right-hand lane. The CHP followed him for about 5 miles, then turned on his beacon to pull him off the freeway at Jeffrey exit.
Looks like CHP sent out radio calls ahead to nail the 2 bad ass drivers on their freeways. Hehe. The bro in the Jeep Wrangler took the hit for me. I felt sorry for him. But weaving in traffic in a heavy Jeep Wrangler with high CG at high speed is very dangerous. I have seen a few jeeps and big SUV's became unstable near rolling over right in front of me, weaving at only 60 MPH. So seeing CHP is still better than seeing him roll over on the freeway and get hit by following traffic.
It's obvious CHP patrol cars radio ahead and set traps for aggressive drivers. I lucked out this time, but the bros should try to stay safe and legal at all time on their freeways. Hehe.

Page 202 and on, Vicente Fox proposed reforms of the criminal procedures in 2004, but failed in congress, from an inquisitorial model where the judges seek evidence, to an adversarial model, where prosecutors AND the accused can present evidences and witnesses.
Most states in Mexico are back to the inquisitorial procedures where the judges look for evidences and the accused present oral arguments to him. This crude procedure is wide open for abuses and corruption.
