Civilians (you meant American and other visitors) weren't hit then, what makes you think they'll be hit now?
It makes absolutely no business sense to start offing your customers and totally pissing off the country that contains your biggest market. Can you imagine how the US gov't (with a Republican in the White House) would escalate the "War on Drugs" if bunches of US citizens started getting offed in cartel firefights?
Now that doesn't mean that some hapless gringo, walking down Coahuila, might not get caught in the crossfire. But I have it on good authority that the Zona Norte is the safest place in Tijuana and that all other places are much more dangerous. LOL. Now, I was there during the Valentine weekend when there was a shoot out at one of the clubs at the zone. Even though it did'nt happen in HK or AB does not mean it did not happen. Another one happened a few weeks later. Yes gangs target other gangs and we will get caught in cross fires. Last year, I was sitting in AB and 2 gang members were flashing hand signs at each other calling each other out across from the old main stage. I've even had a FOB (yes an Asian brother) flash signs at me while I was with a chica and he wanted to spend time with her. You don't think these guys are packing walking in the same club as we do? I have a CCW good in 42 states and I've been in LE training classes to identify how to spot them.
Ok so back to the business statement. NO business wants to lose their customers and yes they are payoffs and bribes to keep it as pleasant as possible to both LE and the cartels. We can discuss back and forth and I'm sure there will be others input. Like I said before, it's already here. Look around you. I was there on Valentines day and saw the whole bloody mess. Like you I have been going down to AB since 2003. On that day of the shoot out near the NY bar, I was shaken down by policia for $100. I have never had issues and was not doing anything wrong. You can read my posts around Feb 14th for more details. I'm not going back as my eyes were OPENED pretty wide.

Hopefully the Mexican govt deploys army troops in the mean time. But I think the long term solution is to increase pay for the cops. The other step would be to have some sort of international supervision for law enforcement internal affairs. I doubt however the Mexican govt would ever agree to this. ?

Each vehicle had a full auto suppression machine gun (M60) on top with a gun man.

There were 3 in each bed of the trucks. This is the second time I've seen them. Don't know if it made me feel safe or scared knowing this is the kind of fire power needed to keep the peace.
