I walked by tonight about 8:00. Place is definitely not open. It was dark so I could not determine if it has been open before and is now closed or is getting ready to open.

It's been like that for over a month now so I guess they are running into some problems before opening. Maybe they are waiting for November (high season) to open.

Just saw a new place open up -- It's right on a major road (Hang Dong road).
