There is a new immigration entrance / building that all pedestrians going INTO Tijuana will now have to enter through. There will be 3 lines. One for mexican nationals one for foreigners staying for less than 7 days and one for foreigners staying longer than 7 days. If you plan to spend longer than 7 days you must buy a FMM Tourist Card $22.50.
What does this mean?
Mexico is doing what the USA has been doing. They will swipe your passport book or card and make you fill out an entrance form / visa FMM which you will need to return to the SAME PLACE you received it BEFORE you head back to the USA. Welcome to reciprocal politics.
Don't Panic. Go with the flow and do what you are supposed to do. Eventually time will take it's toll and we will all see how this plays out.
There have been some reports of pedestrians still entering unchecked while others have been stopped and asked to fill out the form.
What does this mean for mongers who frequent Tijuana? We have no idea until "time takes it's toll".
My advice would be to do exactly what the Mexican Govt. Is asking you to do. That way you don't attract unnecessary attention to yourself.

Mexican officials have stated that they eventually will go through this same program for visitors entering via automobiles, but have they no start date and say it will be a long time in the future before these same procedures will be used on visitors entering in autos.
This program for pedestrians will likely turn out to be unpopular with Mexican business owners because it could discourage some tourists from entering Mexico. So it's possible that the program could be short lived.
This is bad. About 6 months ago, I was stopped at the border and asked to fill out this form and surrender my passport. It took about 20 minutes for the idiotic Mexican immigration official to process me. And I was the only one there. Now imagine the San Diego hoards asked to line up to cross into Tijuana, in the middle of the Summer, under the August blazing Sun, in the middle of a Heat Wave helped by inadequately trained and undermanned Mexican Immigration.

I was able to blend in with the crowd going to the xolo game on Tue. Night but the random checks will soon become mandatory. Does anyone know the consequences if when crossing back to the USA If you don't turn your paper back into the mx imigration people. Will you have a problem next yime you cross back to Mx. ?

That way if anything does go wrong with this process at least you are documented as one of the "good" ones who cared enough to return it. After all they have all your info on that form they give you. It makes sense to comply. Also they might share info with the USA and I know my SENTRI card application asked me if I have had trouble with ANY customs inspections or officials before.
Just do the right thing until this sorts itself out.

I went into Tijuana Wed night at 9:00 after a two weeks break, sister was getting married so I went back to Hawaii for a week. I didn't notice any changes Wed night, it was business as usual. Walked through the little office with the two traffic lights one pushes for random checks, which I've never done and have never been stopped.. Everything looked the same to me.

It is a luck of the draw should they have you press that Stoplight button and you get the RED light for processing.
BTW. As I am headed to Cuba next week for a few weeks I will not be down to Tijuana so in my absence treat the girls nice.
