Just bring your passport or passport card; should not be an issue.

Outside the building, the walkway will take you to the hectic taxi stands. The yellow cabs are the ones you will see first. They come off a small hill where they line up. There are yellow taxi drivers all over the sidewalk. And they all want your business!
On the other side of the street there are the Libre taxis pointed the opposite direction. The Libre taxi drivers are not allowed to cross the road and mix with the yellow drivers. They stand on the curb and are shouting for your business as well. The Libre taxis have to make a you-turn for the route to HK. Keep in mind, that the yellow cannot stop in front of HK, there drop-off point is in front of Adelita. But the Libre cabs, HK is the drop-off point. I took a yellow cab on Monday and a Libre on Wednesday; both were OK with 50 pesos.
I used to take the HK shuttle van when I returned to the border, but I stopped because I didn't like waiting. It was early and as I was leaving Tropical, I saw the HK limo. But yesterday (Wednesday) was different. I showed my visa and passport card as I entered the building to one of the agents. He waved me through to the left.
Then there were 2 agents standing next to the wall on the opposite side as the entrance. The male agent called me over and asked me where I was from and asked to see my documentation. I told him I already showed my documentation, but yet he wanted to see it for himself. I showed him and he sent me on my merry way. So they are definitely targeting the Gringos; just a heads up.
BTFW, they spent a lot of money on the nice new building and pleasant walk way, but I noticed that there is at least 1-2 inches gap between the two. As soon as you exit the building, there is an 1-2 inches drop to the walk way. It caught me surprise once. All that money spent, but little thought between the building and walk way.
Once again, a very few Libre cabs in the hectic area. I told one of the yellow cab drivers, "Hong Kong, cincuenta pesos. " he replied, "No, it is five dollars. " I replied, "Olvdalo!. " By the time he changed his mind, I was on my way across the street and grabbed me a Libre cab.
What makes that area so hectic are the blue and white buses constantly passing by. You could simply get on one, and pay the 10 pesos or so, and get let off a couple of blocks from the Zona Norte.
I drive over, so I don't know much about local transportation, besides the yellow cabbie cabrones.
The newbies and infrequent visitors could benefit from knowing other modes of local transportation, which would be cheaper, and good opportunities for them to immerse in local lifestyle. You may be squeezed between a few voluptuous young, hot chicas who are horny, sweating and panting in heat. Hehe.
Where do the blue bus pick up passengers near the taxi drop off point? Where do they drop off near La Zona Norte? Where and How late do they pick up for the return trip?
For guys who want to take side trips outside of Tijuana, there are buses to Ensenada, leaving hour on the hour, from the circle next to the McDonald at the border. The fare is about 100 pesos. You can ask the bus to drop you off at the North end of downtown, across from Hotel Santo Tomas and bar Anthony with the gorilla head. Last returning bus from Ensenada is about 9 PM from Ensenada bus depot 5 block East of the beach.
Collectivos to Rosarito Beach leave from Negrete and Calle 4. Fare is 50 pesos.
Add in some more local alternatives for transportation, food, recreations, fun, sex ect. For the pervs.

Thought about getting on one once, but was apprehensive about it dropping me off in Lord knows where.

Update: I earlier was told the free white paper was good for ins and outs. But now they say you need a new one every time you come back in. When you get it they ask how many days you intend to stay in Mexico, but if you leave you will need a new one. They keep on suggesting we should buy the 6 month pass.

I am more familiar with Frontera as the path I take when returning to the United States by foot. Frontera handles autos and buses and pedestrians. It has a wide enough sidewalk on its north side.
Frontera is a more direct route (than I used to take from the pedestrian only bridge) to get to the yellow & white buses that cost only 5 pesos last year. I've taken the yellow & white bus to the corner of Constitution & 1st (Primera). That same yellow bus crosses Revo at 3rd street. It might cost 10 pesos these days. If you look at the satellite pictures on google maps you can actually see one of these yellow & white buses parked in the left lane of the traffic circle-like intersection of Frontera and Amistad. That's actually where the the yellow & white bus waits to take on passengers (left lane directly stopped in the traffic circle intersection). On google maps you can see the yellow & white bus stopped but headed in a north-east direction on Frontera.

Makes perfect sense to me to provide an incentive for the 6 month FMM. For a whopping $20 you don't have to fill out paperwork every time you cross and you go through a separate quicker line.

Some things I was wondering about. The peso is 16.5 to the dollar. Just years ago the rate was 12-1 and some of the places and ladies rounded to 10 for easy math and because that was the rate shortly before that.
Am I the only one bothered that Americans ie white dudes, black dudes, Asian dudes. Have the rates for everything ie. Food and play adjusted to the dollar. While Mexicans American or locals get away with paying 10-12 peso rates.
When I travel to other countries the rate is the rate. If a sex is 50,000 xyz currency that is the rate. If the dollar is strong good for dollar holders. For a long time the euro ruled. Those dudes were getting extra value due to the worth of their currency. Only in Mexico do they tax that situation and make Americans pay a set rate and Mexicans another.
I was already becoming a Donald trump fan. But after this trip to Tijuana I am leading the parade. Can you even imagine if we tried to pull this off in our markets? In fact we do the opposite for the Mexican and immigrant population. We make everything GRATIS! Such a backhand. Just angered my tacos are 20 pesos when brown skins are paying 10. HK girls happy with 500-700 pesos. But if you speak English the rate goes to 1200. More people need to fight this bullshit.
