I had a phils SIM and my home country SIM in the phone. For sh*ts-and-giggles, I originally tried my home country number, and got the same message. Then I tried my phils number and it worked, but in un-verified mode. When I went thru the GC verification process, I was blocked several times. Finally it verified and works fine. The pic below is from the GC website, and shows the advantages of verification (including remittance).

1) Mine was more than a year ago. Things change regularly here. Its possible that you could have sent money unverified at the time, but not now. I am not sure.
2) I had a variety of troubles while unverified, and I didn't try sending money while unverified at the time.
The verification process is built into the app. The app has you take a selfie, you take a pic of your passport pic page, and you might have to take a pic of your SIM card.
Phils government has made a solid attempt to cut down on anonymous sending.

I tried to send myself money from my American bank account to GCash using Xoom and it would not receive it. After it finally verified, I could. I still can now from back in the US, and I do sometimes to send money to people, but on lazada, etc.

Here is a report of a Florida man sending some Bulgarian cam girl $200,000 (and killing his entire family fwtiw). And "alpha male" Andrew Tate had cam girls shake down online guys for very serious bucks.

Guys who never leave home to visit another state or province (much less another country), and never intend to travel, end up in love (or lust) with girls met online, sending good chunks of their social security checks. Can't tell you the number of men who have told me about their 'girlfriend' they met online, but never met IRL. They spend countless hours each week with the girl on cam, chatting away about everyday things, asking her if she remembered to get her mother's dry cleaning at the laundry today.

It's people that send thousands of dollars to someone online that I will never understand. They should be older wiser guys. Just come to the Phil's and blow your money on hookers and then leave.
